Human Resources Officer, Maseru, Lesotho

The Strengthening High Impact Interventions for an AIDS-free Generation (AIDSFree) Project is a five-year cooperative agreement funded by the U.S. Agency for International Development (2014-2019). AIDSFree is implemented by JSI Research & Training Institute, Inc. with partners Abt Associates, Inc., Elizabeth Glaser Pediatric AIDS Foundation, EnCompass LLC, IMA World Health, The International HIV/AIDS Alliance, Jhpiego Corporation, and PATH. AIDSFree supports and advances implementation of the U.S. President’s Emergency Plan for AIDS Relief by providing capacity development and technical support to USAID missions, host-country governments, and HIV implementers at the local, regional, and national level.
AIDSFree is seeking an experienced Human Resources Officer to support the AIDSFree program in Lesotho which focuses on supporting and protecting young girls and women through strengthening school based HIV and violence prevention education, changing norms within communities, increasing condom promotion and provision, and strengthening post-GBV care and post violence care structures. The Human Resources Officer will serve as principal advisor on the global human resources function, develop and implement strategic staffing initiatives and other major HR initiatives as performance management, professional development and on /off-boarding, and lead HR contributions, including workforce planning, employee productivity, retention and a positive employee relations environment.
Please note that citizenship of Lesotho or possession of a Lesotho work permit is required for this position.

RESPONSIBILITIES

  • Ensures that HR policies, procedures and practices for AIDSFree project are in full compliance with applicable Lesotho laws and USAID rules and regulations
  • Develops, establishes and maintains effective personnel policies and procedures for AIDSFree project office.
  • Develops, implements and maintains HR systems and maintains standard operating procedures (SOP) which enable the project to operate more efficiently.
  • Working with the Operations Director and COP, oversees and manages the strategic recruitment and administrative functions associated with staffing for AIDSFree. 
  • Collaborates with Senior Management in the identification of strategic staffing needs, manages the development of position descriptions and circulates position announcements to staff
  • Provides guidance to staff on the use of professional development tools, to improve or build up current skill set.
  • Ensures document retention strategy is in place and in compliance with Lesotho laws, project and donor requirements. This includes the maintenance of personnel and training files for all staff members.
  • Advises and counsels key staff and senior leadership in the areas of employee motivation, retention, workforce planning, employee relations and conflict resolution.
  • Manage and maintain HR and employee data in the HRIS system to eliminate administrative tasks, empower employees, and meet other organizational needs of the organization.
  • Drives informed decision making by using data to identify trends and works with leaders to determine root cause of issues.
  • Identifies and oversees coaching opportunities including the facilitation of individual, team and leadership interventions.
  • Partners with senior leadership to develop and manage work force plans and staffing models that support business objectives and advance the business and functions (talent acquisition, onboarding, development, talent movement).
  • Leads efforts with Operations Director to successfully drive company-wide programs and initiatives including performance management, salary administration, recruiting, workforce planning and change management.
  • Leads the development and implementation of succession planning, career management, performance management and recruiting strategies and ensuring that the structure rewards and recognizes high performance, innovation and creativity.
  • Identifies HR trends across the business groups and proactively proposes and leads programs to address these trends.

QUALIFICATIONS

  • Bachelor’s degree or equivalent combination of educational and work experience in a relevant area. 
  • Minimum three (3) years’ experience in Human Resource management; knowledge of international development and global HR practices a plus.
  • Knowledge of Lesotho labor law required
  • Experience with USG-funded projects and acquisition and assistance rules and regulations desirable
  • Recognizing and maintaining confidentiality of work materials and issues.
  • Must be detail orientated and have the ability to manage multiple tasks in a fast paced environment.
  • Demonstrated ability to take initiative and follow through on activities/projects.
  • Demonstrated ability to interact and work with staff at all levels.
  • Excellent interpersonal, teamwork and organizational skills.
  • Effective written and verbal communication skills required.
