John Snow, Inc. and our nonprofit, JSI Research & Training Institute, Inc., (JSI) are public health management consulting and research organizations dedicated to improving the health of individuals and communities throughout the world. JSI leads the consortium that implements the Strengthening High Impact Interventions for an AIDS-free Generation (AIDSFree) Project. AIDSFree is funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID) under a five-year cooperative agreement. In Lesotho, AIDSFree supports the partnership between the Government of Lesotho and PEPFAR to control the country’s HIV epidemic by addressing HIV infection among adolescent girls and young women (AGYW) under the DREAMS (Determined, Resilient, and Empowered; AIDS-free, Mentored, and Safe (DREAMS) initiative. The DREAMS initiative delivers a package of evidence-based interventions intended to accelerate efforts to achieve an AIDS-free future for adolescent girls and young women.
JSI is seeking a dynamic and experienced Senior Advisor, MERL to join the new AIDSFree team in Lesotho, and manage all the project’s MERL activities, oversee preparation of all routine and special reports, manage project data, provide M&E guidance to sub-recipient(s) and ensure quality of data being reported. The Senior Advisor will oversee the conceptualization, preparation and production of key strategic information documents that publicize the project work and advance its objectives. S/he will ensure that interim and final deadlines for key project deliverables are established and adhered to and will manage distribution of these materials to share lessons learned, success stories, and best practices with PEPFAR, USAID, and other members of the DREAMS initiative in Lesotho.

RESPONSIBILITIES
Specific responsibilities include, but are not limited to:
- Provide technical leadership for MERL for all project activities
- Coordinate the development of AIDSFree’s annual Performance Management
- Plan (PMP) and regularly monitor and update progress against the various indicators
- Update and oversee proper functioning of procedures, instruments, and systems for managing the project’s monitoring and evaluation data.
- Take the lead for compiling data and preparing various performance reports including monthly updates, quarterly reports, routine project indicators to PEPFAR and USAID
- Maintain databases of all key project data
- Assess quality of project data including regular data quality assessments, field visits to spot check quality of reported data
- Lead project efforts to improve strategic use of data including data for decision-making both internally and with partners and sub-recipients
- Support JSI staff and sub-recipients in their MERL activities
- Supervise MERL staff.
- Perform other duties as assigned by the Chief of Party.
QUALIFICATIONS

- Graduate degree in public health, demography, statistics or other relevant field and a minimum five years working in area of M&E, ideally for a USAID funded project
- Knowledge and experience of M&E for public health programs preferably in HIV/AIDS
- Proven experience in data analysis techniques of both quantitative and qualitative methods
- Knowledge of statistical software such as Microsoft Excel, SPSS or STATA or SAS is essential and database systems such as Microsoft Access an advantage
- Experience in communications for public health an advantage; willingness to learn a requirement
- Excellent interpersonal and team skills--demonstrated ability to interact professionally with diverse staff, clients, and consultants.
- Ability to work independently, manage multiple tasks concurrently, and meet deadlines with attention to detail and quality
- Excellent communication skills
- Good knowledge of Microsoft Office suite (Word, Excel, PowerPoint)required
- Willingness to travel within Lesotho for up to 20 percent of time
